In 1994 gloorde er hoop voor de bevolking van Haiti, die met de komst van Jean Bertrand Aristide als nieuwe leider, een einde zagen komen aan de dictatuur van 'Papa en Baby Doc' Duvalier. Inmiddels is Aristide (onder grote internationale druk) opgestapt en heeft hij zijn ballingsoord in de Centraal-Afrikaanse Republiek verlaten voor een bezoek aan Jamaica. Aristide zelf zou zich schuldig hebben gemaakt aan fraude, diefstal en nog veel meer. Hans Fels reisde voor Tegenlicht af naar Haiti, om daar zijn vriend Rassoul Labuchin, burgemeester van Port-au-Prince, te ontmoeten en de gebeurtenissen te volgen.
