Každá ves v Čechách má hasičskou zbrojnici. Stejně tak i vesnice Horní. Sbor dobrovolných hasičů zde vede svérázný Petr Pospíšil. Má trochu horkou hlavu a před nikým si servítky nebere. Je to ale férový chlap, který vede svůj sbor až se starosvětským smyslem pro zodpovědnost, a ve vesnici ho proto mají rádi. Tedy až na vypočítavého starostu Vladimíra Urbana. Ten se totiž přes hasiče snaží vyvádět peníze z obecního rozpočtu a Petrova poctivost se mu vůbec nehodí do krámu. Starosta se proto snaží Petra a jeho hasičské jednotky všemožně zbavit.
