Grand Master Hung orders the Army to expel the refugees outside the Tokyo City. The refugees stand up to resist, giving rise to riots. The rioters plunder and kill, and Kao Chiu also joins in to fish in troubled waters. Trying to break off the refugees, Lu Ta is surrounded, but Lim Chung's timely help gets him out of the critical situation.
